What the U.S. Customs and Border Protection wants you to do when you import goods into the United States.
First off, before you import your goods into the United States by vessel, you or your customs broker must electronically submit an Importer Security Filing (ISF) form. You are only required to submit an ISF form if your cargo is arriving by vessel and you must submit the form 24 hours before the cargo is loaded on board to leave to the U.S.
Enforcement
“ CBP may issue liquidated damages of $5,000 per violation for the submission of an inaccurate, incomplete or untimely filing."
If you have not filed an ISF before your cargo arrives in the United States, CBP could keep your cargo from being transferred or released. CBP could also deny the permit that allows your goods to be unloaded and if your cargo is unloaded without permission, it could be seized.
